If you own an established home in Parramatta, the size and shape of your backyard may give you more options than you realise. City of Parramatta Council sets a 450m² minimum lot size for a secondary dwelling, while under the NSW Housing SEPP, a granny flat using the complying development pathway is generally subject to a 60m² maximum floor area, provided the other requirements are met. That does not mean every 450m² block will suit a granny flat: the position of the existing house, access, setbacks, private open space and site constraints all need to work together.
Parramatta properties may also be affected by flooding around the Parramatta River, Toongabbie Creek and Duck River, as well as heritage controls in some areas. For homeowners considering a granny flat in Parramatta, these property-level details are worth checking before settling on a design or approval pathway.

Parramatta is one of Western Sydney’s strongest locations for a granny flat because of the concentration of health, education, employment and transport infrastructure around the area. The Westmead Health and Innovation District has more than 20,000 people working across hospitals, research, education and health services, with the workforce expected to grow significantly over the coming decade. At the same time, Parramatta CBD is Sydney’s second CBD, creating a major employment and commercial centre, while Western Sydney University’s Parramatta campuses bring students and staff into the area. With Parramatta Light Rail now connecting Westmead, Parramatta CBD and Western Sydney University, and Sydney Metro West under construction to provide a future connection between Parramatta and Sydney CBD, the area is becoming even better connected.
For homeowners with a suitable block, adding a well-designed granny flat can make better use of existing land while providing flexible accommodation for adult children, extended family or tenants. The combination of a large health and education workforce, strong employment activity and improving transport links makes Parramatta a location where demand for well-connected housing is likely to remain strong.
Add lasting equity and investment potential.

A granny flat in the City of Parramatta council area can be approved through a private certifier as complying development when the lot is 450m2 or larger, the secondary dwelling is no more than 60m2 (or 25% of the main house, whichever is less), and setbacks, height and landscaping meet Housing SEPP 2021 standards. This pathway typically takes 10 to 15 business days once documentation is complete. Because parts of the City of Parramatta sit in a heritage conservation area, some otherwise eligible blocks will need a DA instead, which we confirm at the property check stage. Blocks inside a flood planning area can still qualify, but floor levels and fill must meet the council's flood controls, which we check against the flood certificate before design.
Not meeting one complying development requirement does not rule a project out. Where a block in the City of Parramatta is under 450m2, sits in a heritage conservation area, or is affected by a flood planning control, a development application can be lodged with City of Parramatta Council. Assessment times are longer than a CDC, but the council does approve secondary dwellings through this route.
The City of Parramatta council area is administered by City of Parramatta Council, which assesses secondary dwellings under the Parramatta LEP 2023 and the Parramatta DCP 2023. It takes in 17 suburbs we build in, from Carlingford to Winston Hills, and a handful of those suburbs straddle a neighbouring council boundary. It is possible, but smaller blocks need careful assessment. For the standard NSW complying development pathway, a secondary dwelling generally needs a lot of at least 450m² unless it is located entirely within an existing dwelling. A smaller or constrained property may still have another approval pathway, so zoning, setbacks, access, site coverage and the proposed layout should be checked before choosing a design.
Yes. A granny flat, legally known as a secondary dwelling, can be used as a separate rental dwelling when it meets the relevant NSW planning and building requirements. It must remain on the same lot as the main dwelling and cannot be subdivided into a separate lot under the secondary dwelling provisions.
In Parramatta, a granny flat can typically cost around $120,000–$145,000 for a studio or 1-bedroom, $145,000–$180,000+ for a 2-bedroom, and $175,000–$220,000+ for a 3-bedroom granny flat in 2026. These are indicative turnkey price ranges, and the actual cost will depend on the requirements of the individual Parramatta property.
Some granny flats in Parramatta can be approved through a Complying Development Certificate (CDC) instead of a traditional development application, provided the property and proposal meet the NSW Housing SEPP standards. For the standard CDC pathway, the lot generally needs to be at least 450m² unless the secondary dwelling is located entirely within an existing dwelling. If the proposal does not meet the complying development requirements, a development application or another approval pathway may be needed.
Building a granny flat in Parramatta typically involves around 1–3 weeks for design and approval in straightforward cases, followed by approximately 3–4 months for construction. The overall timeframe can vary depending on the design, approval pathway, site conditions and complexity of the build.
A Parramatta granny flat project may take longer if it requires a Development Application (DA), custom engineering, significant excavation or other site work, service upgrades or additional approvals. The expected timeframe should therefore be confirmed after the property and proposed design have been assessed.
Granny flat designs available in Parramatta include 1-, 2- and 3-bedroom floor plans, with options for different layouts, facades and features. The most suitable design depends on the available building area, how the granny flat will be used and the planning requirements for the Parramatta property.
A granny flat design can be adapted to suit the individual site, including considerations such as access, privacy, outdoor space, setbacks and the position of the existing home. The final design must also meet the relevant planning and building requirements for the property.
