Can you build a granny flat in Penrith?

Yes, many Penrith properties can accommodate a granny flat, particularly the larger blocks found in established suburbs. For the NSW Housing SEPP complying development pathway, the lot must be at least 450m², and the secondary dwelling is generally subject to a 60m² floor area limit, along with other site requirements. Established Penrith suburbs commonly have blocks around 550 to 750m², while newer areas such as Caddens, Jordan Springs and Glenmore Park Stage 2 include smaller lots around 300 to 450m². Your block size is only the starting point.

Why build a granny flat in Strathfield?

Penrith is becoming an increasingly important health, education and employment hub in Western Sydney, and that growth is creating a stronger need for housing close to where people work and study. The Nepean Hospital redevelopment is expanding healthcare services and facilities, while Western Sydney University continues to anchor education in the area. The opening of Western Sydney International Airport in October 2026 and the jobs expected to follow through the Aerotropolis are set to add another major employment driver across the region. Penrith City Council also expects the local population to grow by around 54,000 people between 2021 and 2041.

For homeowners, this makes a granny flat more than just extra space. It can provide a practical place for parents, adult children or extended family, while giving an existing property greater flexibility as the area continues to grow. If you already have a suitable backyard in Penrith, building a well-planned granny flat now can give your property another useful living space for years to come.

Do I need council approval for a granny flat in Penrith?

Complying Development Certificate

A granny flat in the Penrith council area can be approved through a private certifier as complying development when the lot is 450m2 or larger, the secondary dwelling is no more than 60m2 (or 25% of the main house, whichever is less), and setbacks, height and landscaping meet Housing SEPP 2021 standards. This pathway typically takes 10 to 15 business days once documentation is complete. Bushfire prone land does not rule out a CDC, but the design must meet the mapped Bushfire Attack Level, so the RFS map is the first thing we check. Blocks inside a flood planning area can still qualify, but floor levels and fill must meet the council's flood controls, which we check against the flood certificate before design.

Development Application

Not meeting one complying development requirement does not rule a project out. Where a block in Penrith is under 450m2, sits in a heritage conservation area, or is affected by a flood or bushfire control, a development application can be lodged with Penrith City Council. Assessment times are longer than a CDC, but the council does approve secondary dwellings through this route.

Which council covers my {Location} property?

The Penrith council area is administered by Penrith City Council, which assesses secondary dwellings under the Penrith LEP 2010 and the Penrith DCP 2014. It takes in 35 suburbs we build in, from Agnes Banks to Werrington Downs, and a handful of those suburbs straddle a neighbouring council boundary. Granny Flats X confirms the consent authority for your specific block during the initial property assessment.

Granny flat questions, answered for Penrith

The things Penrith homeowners ask us most. Can’t find yours? Call us — we’ll give you a straight answer.

In Penrith, a granny flat typically costs around $120,000–$145,000 for a studio or 1-bedroom, $145,000–$180,000+ for a 2-bedroom, and $175,000–$220,000+ for a 3-bedroom in 2026. The final cost depends on the Penrith property’s size, site conditions, access, design, finishes and approval requirements. Additional works such as excavation, retaining walls, demolition or utility connections may increase the overall project cost.

Penrith granny flat designs include 1-, 2- and 3-bedroom floor plans, with options for different layouts, facades and features. The right design depends on the available space on your Penrith property, how you plan to use the granny flat and applicable planning requirements. Designs can be adapted to suit factors such as access, privacy, outdoor space and the position of the existing home.

A granny flat in Penrith typically takes around 1–3 weeks for design and approval, followed by approximately 3–4 months for construction in straightforward cases. The timeframe can vary depending on the design, approval pathway, site access and conditions. Projects requiring a DA, custom engineering, significant site work, service upgrades or additional approvals may take longer.

Some granny flats in Penrith can be approved through a Complying Development Certificate (CDC) instead of a traditional development application, provided the property and proposal meet the NSW Housing SEPP standards. For the standard CDC pathway, the lot generally needs to be at least 450m² unless the secondary dwelling is located entirely within an existing dwelling. If the proposal does not meet the complying development requirements, a development application or another approval pathway may be needed.

A 450m² block can generally qualify for a granny flat under the complying development (CDC) pathway, provided all other requirements are met. Smaller blocks may still be able to build a granny flat through a Development Application (DA), depending on the property and planning controls. For a Penrith property, factors such as lot dimensions, setbacks, existing structures, access, easements and site constraints also need to be considered.

Yes. A custom floor plan can respond to slope, access and the position of the existing house, but site work may increase the overall cost. Excavation, retaining walls, drainage and foundations can all change when a block is uneven. Assessing levels before finalising the design makes it easier to choose a practical footprint and develop a more accurate project budget.
