Yes, many Prospect properties may be suitable for a granny flat, particularly established residential blocks where lot sizes of around 600–800m² are common. Under the NSW Housing SEPP, a detached secondary dwelling generally needs a lot of at least 450m² to use the complying development pathway and must meet the remaining development standards, including a maximum floor area of 60m², unless another planning instrument permits more. Much of Prospect’s residential land is R2 Low Density Residential, where secondary dwellings are permitted. Prospect is also split between Blacktown City Council and Cumberland City Council, so the relevant council and property-specific controls need to be confirmed for your address. Flood constraints associated with the Prospect Creek catchment, along with setbacks, easements and existing development, should also be checked before choosing a design.

Prospect has the kind of established housing and location that can make a granny flat particularly useful. Around 84% of occupied homes are separate houses and more than 80% of households are family households, giving many owners a practical reason to create independent space for parents, adult children or extended family. The suburb is also well positioned near the M4 corridor and major Western Sydney employment precincts, including Eastern Creek, Huntingwood and Greystanes, where logistics, warehousing, industry and office development continue to support local jobs. For Prospect homeowners planning ahead, a granny flat can turn an underused backyard into flexible family accommodation now, with the potential for a separate rental later, without giving up an established location.
Add lasting equity and investment potential.

A granny flat in Prospect can be approved through a private certifier as complying development when the lot is 450m2 or larger, the secondary dwelling is no more than 60m2 (or 25% of the main house, whichever is less), and setbacks, height and landscaping meet Housing SEPP 2021 standards. This pathway typically takes 10 to 15 business days once documentation is complete. Blocks inside a flood planning area can still qualify, but floor levels and fill must meet the council's flood controls, which we check against the flood certificate before design.
Not meeting one complying development requirement does not rule a project out. Where a block in Prospect is under 450m2, sits in a heritage conservation area, or is affected by a flood planning control, a development application can be lodged with Blacktown City Council. Assessment times are longer than a CDC, but the council does approve secondary dwellings through this route.
Prospect is administered by Blacktown City Council and assessed under the Blacktown LEP 2015. Prospect is shared between Blacktown City Council (north of the M4) and Cumberland Council (south). Granny Flats X confirms the consent authority for your specific block during the initial property assessment.
